You cannot just have a folder on you Windows machine with part and assembly models, even if you just want to do a "what if" study, or are working on an independent one-man project. In v6, they took away the usual "file save" functionality. They must have initially hoped and expected it would replace v5.
Completely new interface, running on different hardware (Windows PC's vs various flavors of unix.) It got widely adopted in certain industries. CATIA v5 was a brand new program not an evolution of v4. I think I can explain what happened here.
